As a junior at Harvard in 1963, I took a course from Henry Kissinger on Foreign Affairs. It was all about the balance of power and the essay that I chose to write to counterbalance this was “The Role of Ideas vs. Power in Foreign Policy.” I thus have a bias toward the important points and historical perspectives which are eloquently presented in this book review concerning American foreign policy.
